Monitoring mechanisms for tracking progress in all the Ministries, Departments and Agencies (MDAs) in Jigawa State Government were weak.
Participants at a two-day retreat for members of the state Executive Council made the declaration in a communique signed by the Secretary to the State Government, Alhaji Bala Ibrahim.
They therefore called for synergy and cordial working relationship among the arms of government so that the 12-point agenda of Governor Umar Namadi would be achieved,
The communique issued on Thursday in Dutse, the state capital, also advocated the balance and address issues of demography, economy and fiscal environment in sustaining economic growth in the state.
According to the communique, “On completion of the sector implementation frameworks for both the Inaugural Speech Commitments and the State Development Plan, the associated Result Frameworks should be translated into the performance bond to be signed by Chief Executives of MDAs to be backed by an Executive Order to be signed by the Governor.
They also called for synergy and cordial working relationships among Heads of MDAs and other arms of Government including the Media.
There should be strict adherence to the public procurement process to avoid inconsistencies in project profiling, implementation to completion, the participants said just as they demanded for strategic linkages between policy-plan-budget and implementation to achieve desired results.
The communique contends that “the inter sectoral linkages among the MDA’s level of government as well as external linkages are generally minimally explored, citing capital investment is not generally popular but critical in routine governance.
Other resolutions include, the institutionalization of performance management systems through a signed performance bond by executives of MDAs to ensure robust and effective monitoring and evaluation, leveraging the youth populations to reap demographic dividends and boost the state economy, among others.
Meanwhile, Governor Namadi has appointed Garba Halilu Abubukar as the new Managing Director of Jigawa Printing Press.
The SSG announced this in a statement, adding that other appointments are Muhammad Sambo as Personal Assistant, Office Matters; and Abdullahi Sa’adu as Personal Assistant, Domestic Matters.
All the appointments were with immediate effect, the statement said.
