The signatures of top West African Heads of State Alhaji Shehu Shagari, Colonel Mathieu Kerekou, Dr. Hilla Liman, Luis Cabral and Dr. Ahmadou Sekou Toure, among others, appended to An Additional ECOWAS Protocol in Lome in May, 1980 should be a document of great historic importance.
Here it is, found not at the National Archives but at Asokoro, Abuja.
